NEW YORK – Morgan Stanley has conducted a hiring spree in its op risk department over the past few months, gobbling up some  well-known names, including two of Operational Risk & Regulation’s top 50 faces: Marcelo Cruz, who is the new global head of operational risk measurement and metrics at Morgan Stanley in New York, and Philippa Girling, who joined as chief of staff in March.
