On Labor Day weekend last year, almost a year after the World Trade Center attacks, Prudential Financial declared a disaster at its New York data center at One New York Plaza. But this disaster was declared voluntarily. And nothing was actually wrong.

The center had been undamaged on Sept. 11, but it was rendered temporarily inaccessible due to its proximity to the World Trade Center disaster site. The company’s disaster recovery setup, which backed up the New York center to a secondary data
