States press on with emissions scheme as US Senate shelves cap-and-trade

The Western Climate Initiative (WCI) released the design for its emissions reduction scheme, due to start in January 2012, on Tuesday, the same day US Democrat Senators suspended attempts to push carbon cap-and-trade legislation through Congress.
