ECB may force banks to rethink cloud just months after Dora

EU regulator pushes multi-cloud strategy for banks, but guidance will not be binding

The European Central Bank’s new guidelines on the use of cloud services go beyond recently implemented European Union regulation, according to operational risk managers. The Digital Operational Resilience Act (Dora) came into force only at the start of 2025, but the ECB finalised additional guidelines of its own in July this year that may oblige a further wave of revisions to banks’ cloud
