US NPR delayed until December

WASHINGTON, DC – The US notice of proposed rulemaking (NPR) may be delayed as late as December, according to well-placed sources both inside and outside the regulatory community.

One European government official said he does not expect US regulators to complete their extended analysis of quantitative impact study four (QIS4) until sometime in October. US regulators should have completed their analysis and issued their NPR in May or June, but unexpectedly large decreases in credit risk regulatory capital, uncovered through the QIS4, led to a postponement of the NPR issuance in April. A US regulatory source confirmed that the NPR will not come out before October.
