Support grows for Feinstein-Carper bill

If passed, the bill would establish a government-run cap-and-trade program for all US electricity generators, forcing them to submit to nationwide emissions caps that would be tightened over time.

The first cap would take effect in 2011 and would require an emissions reduction of 6% below anticipated levels. The cap would be tightened in 2015 and each following year until 2020, when emissions would be capped at 25% below anticipated levels.
