Will the latest delay sink Basle II?

BASLE, SWITZERLAND -- Reactions to the latest delay in the Basle II banking accord timetable were mixed, with some bankers and regulators fearing the pact could unravel, while others were optimistic that the roadblocks to agreement would be cleared away.

The Basle Committee on Banking Supervision, the architect of Basle II and the body that in effect regulates international banking, decided in mid-March to postpone the coming-into-effect of the accord by at a least a year. The target date is now
