Barclays Capital has hired Cynthia Whelan to the newly created post of head of debt capital markets for the Asia-Pacific region. Whelan will work on expanding the bank's frequent issue and corporate debt business. She relocates to Hong Kong from Sydney, where she served as director in investment banking. BarCap has also appointed Chris Hui as head of Hong Kong and China coverage, as the British bank looks to expand its business in the region. Hui's role is an extension of his post as head of
