Standard & Poor's has appointed Yu-Tsung Chang as managing director and head of Ratings Services in Tokyo. He succeeds Thomas Schiller who has moved over to the Ratings Services in New York, also as managing director. Chang joined Standard & Poor's seven years ago as a structured finance analyst

Guardian IT, the business continuity and disaster recovery specialist, has appointed Ian Cockburn as European managing director. Cockburn will be responsible for leading the future development of Guardian
