The Commodity Futures Trading Commission is shedding commissioners as the agency prepares for a change of chair to Brian Quintenz, the Trump nominee set to replace Biden-appointed Rostin Benham, who resigned in January.

On May 14, commissioner Summer Mersinger announced her departure from the agency at the end of the month to pursue new opportunities. Two days later, commissioner Christy Goldsmith Romero signalled her plans to retire from federal service on May 31. And on May 21, commissioner Kristin Johnson announced her intention to step down from her role later this year, at the end of her term.

In an earlier report from the CFTC, acting chairman Caroline Pham also stated her decision to leave the agency – should congressional approval be received to appoint Quintenz – and return to the private sector, after almost a quarter century of public service

Depending on the timing of Johnson’s departure, the agency could be left inquorate, inhibiting its rulemaking until new commissioners are appointed.


NatWest Markets has appointed Abib Bocresion as its new chief risk officer (CRO), a spokesperson confirms. He replaces Jeremy Arnold, who stepped down from the role last month to pursue other opportunities.

Bocresion was previously CRO responsible for investment risk across public and private markets at M&G Invetsments. Prior to this, he was CRO of the non-ring-fenced bank at Barclays and earlier held a range of trading roles at JPMorgan.

Reporting to NatWest Markets’ chief executive officer (CEO) Jonathan Peberdy, with an additional reporting line into NatWest Group CRO Keiran Foad, Bocresion now leads the risk and compliance functions for NatWest Markets.

M&G Investments did not respond to a request for comment on Bocresion’s replacement.


Mark Tinworth has joined RBC Capital Markets as global markets’ head of sales for Europe, the Middle East and Africa, as confirmed by a spokesperson at the bank. In the newly created role, Tinworth will lead the European sales teams in continuing the bank’s efforts to expand its global markets client franchise. Based in London, he will report to Sian Hurrel, head of global sales and relationship management and head of capital markets Europe. RBC declined to comment on future hires or further expansion in Emea.

Tinworth previously served as global head of fixed income trading at UBS, overseeing rates and credit trading. Following his departure, 24-year veteran of the firm John Newman was appointed interim global head of fixed income trading, but left the bank less than three months into the role to join Standard Chartered as global head of rates and foreign exchange trading, as reported by Risk.net.


Samy Ben Aoun has joined Barclays to lead its rates trading team for continental Europe, as recently reported by Risk.net. Based in Paris, Ben Aoun will report both to Sabri El Jailani, co-head of markets for Barclays Europe and global head of rates options trading, and the bank’s head of European rates trading, Hamza Hoummady.

Ben Aoun spent nearly two decades at Crédit Agricole Corporate and Investment Bank, where he last served as global head of non-linear rates trading. He previously held senior positions in structured and exotics rates trading, according to his LinkedIn profile.

Barclays has also appointed Marc Warm as global co-head of capital markets. Warm expands the leadership team of existing co-heads Tom Johson and Travis Barnes. Based in New York, he will report to Cathal Deasy and Taylor Wright, global co-heads of investment banking. With over 30 years of experience in leveraged finance, Warm joins most recently from UBS where he was global head of leveraged and debt capital markets.


Daniel Dangoor has been appointed head of macro thematic trading at Goldman Sachs. Prior to the move, Dangoor was a senior portfolio manager at SPX Capital, according to his LinkedIn profile. Both Goldman and SPX declined to comment.


BNP Paribas has appointed Jolyon Luke as head of financial institutions coverage UK (FIC UK), effective June 1, pending regulatory approval. The new position follows Tim Healy’s retirement from the role of FIC UK chief operating officer (COO) and will be in addition to Luke’s existing role as head of FIC UK Advisory. Luke has been at BNP Paribas since 2018, previously running both FIC UK advisory and global diversified. A spokesperson for BNP Paribas says he will be reporting to Sandrine Ferdane, global head of financial institutions coverage.


Daniel Climent has joined BNY Mellon as Americas head of equities trading and execution. Based in New York and reporting to head of fixed income and equities, Rob Lynch, Climent’s new role will help drive the next phase of growth for BNY Mellon’s equities franchise. A spokesperson for BNY Mellon confirmed the appointment, effective May 12. Climent was previously president and COO at Elwood Technologies. Prior to this he was COO at IEX Exchange and global head of equities electronic trading at JP Morgan.

Aengus Hallinan has joined Northern Trust as chief risk officer, effective May 19. Hallinan previously served as CRO for the securities and digital business at BNY. A spokesperson for Northern Trust confirms the appointment and says Hallinan replaces Mark Gossett, who is retiring. BNY declined to comment on the move.


Deutsche Bank has announced Samuel Kim as the new global head of mergers & acquisitions, effective June 1. Based in New York, Kim will replace and report to Alison Harding-Jones, who becomes global head of origination and advisory, and co-head of the investment bank. Kim joined the bank as chairman of Asia-Pacific M&A in 2023 from Morgan Stanley.


Anne Sabot has been appointed CFO of Natixis Corporate & Investment Banking. In the new role, effective June 1, Sabot replaces Stéphane Morin, who has been appointed head of internal audit. She will report to Mohamed Kallala, CEO of Natixis, and join both the Natixis senior management committee and the BPCE executive committee. Sabot joined Natixis in 2000 and has since held a range of leadership positions, most recently as head of internal audit.


Vineet Agarwal has joined Astignes Capital as a sub-portfolio manager, based in Singapore, according to his LinkedIn profile. Agarwal joined the hedge fund last month after seven years at HSBC, where he most recently served as head of the emerging markets FX options trading desk for Asia-Pacific.


Northern Trust Asset Management has appointed Michael Hunstad and Christian Roth as global co-chief investment officers, effective June 1, reporting to NTAM president, Daniel Gamba.

Hunstad has racked up a dozen years at NTAM, most recently as deputy chief investment officer and CIO of global equities. Roth joined as CIO of global fixed income in April 2024. He earlier spent three decades at Morgan Stanley Investment Management in roles including head of broad markets fixed income and head of multi-sector fixed income.

Hunstad and Roth succeed Angelo Manioudakis, who joined NTAM in 2021 and will retire on May 31.


Stephen Luparello has been named chairman of the Options Clearing Corporation. Luparello is a public director on the OCC’s board of directors, most recently serving as chair of its compensation and performance and its regulatory committees. Before retiring in 2022, Luparello served as managing director and general counsel for Citadel Securities.

Luparello succeeds Craig Donohue, who has been appointed CEO of Cboe Global Markets, and will serve as chair for the remainder of Donohue’s term, which runs through April 2026.

Donohue took up his new role on May 7, succeeding Fredric Tomczyk who has stepped down as CEO but remains on the board and will transition to an advisory role in June. Donohue also served as OCC’s CEO between 2016 and 2019.


The US Securities and Exchange Commission has appointed Katherine Reilly as the agency’s acting inspector general. Reilly was previously deputy to the role, and replaces Deborah Jeffrey, who is retiring, having served since 2023.


At its annual general meeting in Amsterdam, the International Swaps and Derivatives Association appointed four new board directors. Harleen Bains, managing director and head of global markets sales for RBC Capital Markets; Koichiro Funayama, head of derivatives business strategy, Mitsubishi UFJ at Morgan Stanley Securities; Sarah McDowell, VP of finance and risk at BP and board member and CFO of BP energy company and board member of BP energy retail; Susi de Verdelon, CEO at LCH Ltd and a member of LSEG markets’ leadership team.

A further nine directors were also elected for a continuing term, and a reappointment of a further four.


Hong Kong Exchanges and Clearing Limited has appointed Herbert Hui as group chief financial officer, effective June 9. Hui will replace Vanessa Lau, who will continue in her role as COO. Hui will become a member of HKEX’s management committee and reports to HKEX CEO, Bonnie Y Chan.


Dean Berry will join MarketAxess Holdings in Q4 of 2025 as group COO and CEO of Emea and Asia-Pacific. He joins from LSEG, where he most recently served as group head of workflows and interim co-head of LSEG’s data and analytics business.

The firm has also appointed Spencer Lee as head of client product, Americas. He joins from TS Imagine, where he held the role of chief markets officer. Both Berry and Lee will report to Chris Concannon.


Chris Blackburn has joined Liquidnet as global head of multi-asset, a spokesperson for Liquidnet confirms. Blackburn was previously at UBS for more than eight years, most recently serving as head of UBS execution hub for Emea, according to his LinkedIn profile.


David Hunt has been appointed COO of blockchain-based secondary trading platform Prometheum ATS. He reports to Benjamin Kaplan, founder and co-CEO of its parent, Prometheum.
