David Rowe left his executive risk management position with BankAmerica Corp. on April 28. His new position could not be confirmed by press time.

U.S. Secretary of the Treasury Robert Rubin announced his intention to vacate his position in early June. The Clinton administration is expected to name Rubin's deputy, Lawrence Summers, as the new Secretary of the Treasury. The White House said that Stuart Eizenstadt, an undersecretary of state, is to replace Summers as deputy Treasury.

Chase Manhattan Bank has appointed Bijan Aghevli as director of Asian economic and policy research, based in Hong Kong. Aghevli will report to John Lipsky, Chase's chief economist and director of research. He will be responsible for analyzing Asian fundamental and economic policy developments, and will be leading Chase's analysis of Asian interest rate and currency trends. Prior to joining Chase, Aghevli was deputy director of the Asia and Pacific department of the International Monetary Fund (IMF), where he played a prominent role in recent IMF negotiations with several Asian countries. He has also taught at the London School of Economics.

Scott Condron has resigned as head of the financial engineering group at Republic National Bank in New York, effective May 5. Condron will be joining an emerging software company peripherally involved in securities transaction processing. The role will be in an executive capacity and will be announced June 1.

IQ Financial Systems expanded its staff with several new positions in New York and London. In the New York office, Stephen Latham joins IQ from Barra as a sales executive. At Barra, he was regional manager of sales and client relations. Meredith Skodnik has also joined as a sales executive from Inventure America, where she was a global sales executive. Lisa Stone also joins the New York sales team from Inventure where she was sales director for the Americas. In London, Anne Hassenzadeh has been named head of IQ's development staff. She will focus on the vendor's TradeIQ product. Hassenzadeh joins IQ from the treasury systems development department at Toronto Dominion Bank. Also new in London is Declan Agnew, who joins as a sales executive. Agnew had been at Tresol, a treasury systems vendor he co-founded, where he served as managing director.

Financial Technologies International has appointed John Mason to the London-based position of vice president of European operations. Mason will report to Rob Flatley, senior vice president of worldwide sales and marketing.
