Morgan Stanley declines comment on staff moves

NEW YORK -- Investment bank Morgan Stanley declined to comment in July on UK press reports that it planned to move 2,200 of its 12,000 New York staff from its midtown Manhattan headquarters to a new office in Westchester County.
