Will the latest delay sink Basle II?

The Basle Committee on Banking Supervision, the architect of Basle II and the body that in effect regulates international banking, decided in mid-March to postpone the coming-into-effect of the accord by at a least a year. The target date is now late 2006. Previously, the target was an undetermined date in 2005.
