Basel III adoption gap widens as Turkey and India stall

With just a third of jurisdictions fully compliant, progress on the post-crisis banking reforms remains uneven worldwide

Nearly three years after the finalised Basel III reforms kicked in, seven of the 28 Basel Committee jurisdictions still lack draft rules for at least one of the eight revised standards. Turkey and India lag furthest behind – neither has any of the revised rules in full effect.

As of September 30, 2025, only about one-third of jurisdictions have fully implemented all revised Basel III standards set
