Mark Allington has joined consultancy ICF International as vice-president and managing director for European operations. He will be responsible for expanding ICF's energy and climate change service offerings throughout Russia and Western Europe and managing the firm's London and Moscow offices.

Allington has 20 years' experience in designing and managing complex environmental programmes with particular emphasis on energy and climate change. He has worked extensively in Russia and Western Europe
