The Basel Committee on Banking Supervision issues its proposal for a new capital Accord, aiming, in the words of committee chairman William McDonough, president and chief executive officer of the Federal Reserve Bank of New York, to “align regulatory capital requirements more closely with underlying risks, and to provide banks and their supervisors with several options for the assessment of capital adequacy”.
