EC Paper Suggests Op Risk Capital Formula

LONDON--Regulators might use the size and income of a bank as proxies for operational risk when setting capital charges, says a key paper released in late November by the European Commission.

The idea, published in a consultative paper concerning possible revisions to the capital adequacy framework for EC credit institutions and investment firms, runs parallel to suggestions put forward by the Basle Committee in their July consultative paper.
