The secretary general of the Basel Committee on Banking Supervision, Carolyn Rogers, has told an online conference there is little evidence the capital buffer regime isn’t working as intended, in terms of banks being able to accumulate buffers in a boom, and then run them down to maintain lending during a downturn.
