US government to consider cap-and-trade legislation this year
Imminent draft climate change legislation could include a federal cap-and-trade scheme for CO2 emissions, but questions remain regarding market regulation, finds Pauline McCallion
Edward Markey, chair of the House of Representatives Energy and Environmental Subcommittee, said in February that it would aim to complete draft legislation addressing the issue of climate change by Memorial Day (May 25) this year.
