Senate cap-and-trade draft sticks close to House Bill
The Senate kicked off the latest round of the debate on climate change this week, with its version of the cap-and-trade legislation passed by the House in June.
The draft proposal was written by senator Barbara Boxer, chairman of the committee on environment and public works, and senator John Kerry, chairman of the foreign relations committee. Named the Clean Energy Jobs and American Power Act, it outlines plans for climate change legislation, including a carbon cap-and-trade scheme. The House
