Will Esma meet the deadline for Emir?

Esma is required to write much of the technical standards for Emir by June 30 – but the regulation isn’t finalised yet, and the authority had just 75 full-time staff at the end of 2011 (www.risk.net/2142483). Will it meet the deadline? Should Esma be given more resources?
