Smaller European banks are at risk of being swamped by Basel rules

Political consensus appears to be emerging at the European Commission to limit the way the European Union applies Basel bank capital standards to small banking institutions.

Until now, most regulatory standards issued by the Basel Committee on Banking Supervision have been imposed on all EU banks through the Capital Requirements Regulation (CRR), but policy-makers are beginning to urge wide-ranging exemptions for smaller banks.
