Bank of England executive director of financial stability Andrew Haldane outlines policy measures to reduce systemic threat posed by high-frequency trading

Andrew Haldane, the executive director of financial stability at the Bank of England, on Friday said recent developments in high-frequency trading had created abnormalities in securities markets that threatened to increase systemic risk.
