Richard Barrett's previous life in the UK Secret Intelligence Service has prepared him well for his role as the UN's co-ordinatior of anti-terrorist efforts. He talks to Nick Kochan about how effective financial regulation is in the fight against terrorism
Richard Barrett is a key operative in the West's fight against Islamic terrorism. His role gives him a broad perspective of the challenges thown up by today's most conspicuous terrorist target, al-Qaeda.
Efforts to curb terrorism are doomed, he says, unless authorities tackle the root causes. Regulation and control of funds are of limited use while countries and agencies lack clear definitions of terrorism. And he is concerned that some measures could induce terrorism, rather than reduce it.
