EU wants Cad 3 study to look at bank lending to smaller companies

The study of the EU’s third capital adequacy directive, or Cad 3, was requested by the European Council at its Barcelona meeting in March this year. Tenders must be with the Commission by October 10.

The Commission wants to bring Cad 3 into effect for all banks and investment firms in the 15-nation EU by late 2006, the planned date also for the implementation of the Basel II bank capital adequacy accord.
