The US Commodity Futures Trading Commission (CFTC) should act swiftly to finalise its rule on position limits, says commissioner Sharon Bowen, arguing that the rule is needed to restrict excessive speculation in commodity derivatives.

Bowen (pictured right), a Democrat who joined the commission in June 2014, decried the delays in implementing the position limits rule, which was mandated by the US Dodd-Frank Act of 2010.

"This is a mandate that's been there for five years," says Bowen, speaking
