Budget constraints are now the single biggest factor hindering risk managers in carrying out their job effectively, according to respondents of Energy Risk’s Risk Management Survey 2009, now in its fifth year. This is the first year that budget constraints have made it into a list of the top five factors most hindering risk managers. 

A lack of credit was identified as the biggest risk to energy trading, and accessing relevant data is still seen as the greatest challenge for risk managers
