US legislators try new tack for energy bill
RES bill should boost renewable energy development and RECs trading but is unlikely to pass this year
A Renewable Electricity Standard (RES) Bill introduced by US senators Jeff Bingaman and Tom Udall last week could boost demand for renewable energy certificates (RECs), mopping up current oversupply in the fragmented US market.
The RES Bill represents an attempt to establish a base level for renewable energy development across the US. Similar RES programmes already under way in roughly 30 US states would not be affected by the legislation, unless scheme targets are lower than those laid out in
