Policy-makers and bankers in Japan appear to be growing weary of the behaviour of some of their counterparts in the West at a time when international regulators move to implement aggressive new bank capital and liquidity rules, and western bankers seek to rebuild their businesses. The concern is that little appears to have been learned from the events of the global financial crisis, not to mention from the ‘lost decade’ in Japan.
