In his opening address at the 10th annual OpRisk Europe conference in April, Lord Eatwell asked the packed audience: "Why do we need regulators at all?"

Cambridge financial policy professor Lord Eatwell launched OpRisk Europe 2008 with a bang - delivering an explosive address on the relationship between risk and regulation.
